Then could you close Wallpaper Engine and close all processes from Razer (the ones that start with Rz or Razer in the task manager) and then try opening the video in Wallpaper Engine again? Please note that you should restart the PC after testing this, to get Razer's processes back running, but I think it would be worth a shot.
Your hardware and the OS in itself also can't be the issue, I have almost the same setup myself and I know the stock video decoders support that resolution just fine... normally.
Have you tried the 64-bit version from Wallpaper Engine before? When you switch make sure that you close it over the tray icon or it will remain in 32-bit mode, it should show wallpaper64.exe in the task manager if it worked.
I also tried running "wallpaper64" while Wallpaper engine was already running and it crashed, I can send a crash report too.
The crash looks like something in LAV going awry. Ideally you wouldn't even need LAV, hopefully you can go back to the default 'media foundation' later.
