Do you have a link? If it's a video type wallpaper then this likely means your graphics card does suddenly not accelerate it anymore. Reinstall the latest graphics drivers + restart the PC and make sure you have all Windows updates.

Edit: Also try removing Geforce Experience since it will hook the program and may be recording it nonstop.

alright i fixed it by opening Nvidia control panal and going to manage 3d settings other programs and chooseing wallpapaer engine and puting openGL to my gpu then apply /add
then close and open wallpaper engine (note i chose wallpaper64 in Nvida control panal)
go to settings then general Graphic api put openGL restart app then cpu usage 0-0.2% always
GPU usage 5% and 0% when pasued fixed i switched to Dx11 now same no problem fixed yay!!

hello, to fix this make sure to enable hardware acceleration in the settings of wallpaperengine. when disabled, it wont use your gpu and will use cpu only (you can see that in realtime in TaskManager when you click enable)

I think that setting wasn't there in 2018 when I faced the issue. However thank you for the tip on fixing it. As the issue was narrowed down to the program using software rendering compared to hardware.
