Report a translation problem
It's only the 'shake' animations that suffer from the low quality. The other effects such as the particle ones do not suffer the same low quality
Additionally, maybe double-check the parameters you have set on the Shake effect and play around with them a bit to see if the outcome is more what you imagine:

When I created the different layers in photoshop, when I initially saved them as png files, they had slight white borders around the edges. In order to quickly remove this border, during the import I selected the 'point filter' box.
Having this box selected then adding effects to the image layer caused the low quality effects on my machine, which is why the other effects didn't have an issue.
Going back and reformatting the images to not have the 1pixel white border and then importing into the editor without point filter and redoing the animations fixed the issue.
I say fixed, more so, found a work around.
tl;dr
Having point filter selected when importing the images messed with the effect on the image when applied as a wallpaper.
