i searched the internet for solutions, tried everything i could find. closed antivirus, checked if it was blocked by my anti virus. tried to uninstall/reinstall. same for steam. deleted steam + wallpaper engine, reinstalled everything. rebooted my pc. tried to verify the integrity of the files. deleted the appcache folder. still no succes upon this point.

This is pretty much always caused by antivirus software blocking Steam from downloading / installing Wallpaper Engine by mistake. It could be that either your antivirus cannot be disabled completely or that it permanently locked the wallpaper_engine installation directory / installation files which is why even after disabling it, the lock exists. You should manually go to the directory that Steam installed Wallpaper Engine into and completely delete that folder / all its contents and then re-install Wallpaper Engine.

Also double-check your your antivirus configuration so that it whitelists the Steam directory or try and see if it has a way of lowering its "strictness". Wallpaper Engine is signed and verified as trustworthy by most antivirus software, so your antivirus is "overreacting" for some reason.

It's likely that some folder / certain files used by Steam to download applications is permanently blocked from being written into or read from, the official Steam Support page also only really lists antivirus software as source of this problem:

https://support.steampowered.com/kb_article.php?ref=8676-EFLX-7453

I would have suggested to look into some more things but I see you have refunded the application which is totally fine too, sorry for the trouble.
