Report a translation problem
Since the wallpaper 'decides' what color/brightness etc. the leds in your devices should be, it's probably the wallpaper 'telling' the leds to be off.
Maybe it's an audio responsive wallpaper? and lights up with sound? or idk...

At least, the EU version I guess is listed in the store as compatible device :P idk if there are more versions (?)
if you open the iCUE software; go to 'Settings'
and uncheck the 'Show only connected devices' (bottom right)
If you navigate to 'Dashboard' ; You can see all iCUE Demo devices, if you click on the Keyboard for example (DEMO K95 RGB), you can see in realtime what it should look like if you had one connected.
Try the wallpaper, and see if it changes the lighting of the demo keyboard....
