Report a translation problem
i used my PC with exactly the same programs before the issue than now, the only difference is i reinstalled windows in the last version from a iso of microsoft and in this version of windows the issue apperas, i discovered too trying to show you from better way, sometimes with snipping tool and windows gamebar the issue apperars too

how i told you before, i use my pc with exactly the same programs than before i reinstalled windows on this new version, so i don´t think was any program doing the issue, the only personalization program i have is nexus dock and it don´t modify nothing on explorer.exe, i think is this new windows version, equally i done the scan of conflict application

Basically, when the window is the size of your monitor, Wallpaper Engine interprets this as the application being maximized. In the last video you posted, the wallpaper pauses when the Explorer window has your screen's fullscreen resolution (you always move the window out of the screen and then start maximizing it, so in effect it has reached its "max size"). This has always been the case and cannot be changed for technical reasons.
However, you can get around this by creating two application rules for "explorer.exe". Open up the "Application rules" overview. Click the "create new rule" button and manually type "explorer.exe" (it will not show up in the list but Wallpaper Engine still accepts it). Change the condition to "Is maximized" and "Wallpaper playback" to "Keep running". Then do this again except this time set the condition to "Is fullscreen" and "Keep running". Then confirm the application rules with "OK" and it should behave as you want.
