Yes I have seen some web backgrounds that don't fit my resolution either, but to my knowledge it is an error in those wallpapers. You could ask the creators to make those wallpapers properly fit to any resolution.
Exactly no, there's a HiDPI issue. HiDPI support will effect the Web wallpaper and WebM video wallpaper. In high resolution monitor, the system DPI setting will effect the Web wallpaper and WebM wallpaper size, it will just display "100%/your DPI percentage" top-left of the wallpaper. Yes, I've tested both. No problem when viedo wallpaper using other video formats and other formats excludes Web contents.
PS: Sorry, forgot to say that this issue would not happens when you just have one high resolution monitor but certainly happens when your environment is a high resolution and HiDPI monitor and another different resolution monitor. Multi Monitors will lead to this HiDPI issue.

Is any of the content of the wallpaper depending on a specific resolution? The web wallpaper will basically just be scaled to fit the screen, does yours work if you go fullscreen in Chrome?

Also if anyone knows how to programm properly in html or something that can be included in html I would really appreciate theire help. :)

The problem is probably the img tag. If it should just cover the entire background, make sure it fills the entire page and set object-fit: cover (iirc).
Or use a div and a background image in the div with the size set to cover.
