Start Steam and then open the browser of Wallpaper Engine afterwards, so it can connect to Steam.

Try the following; Quit out of Wallpaper Engine.
Go to your Steam Library and right-click on Wallpaper Engine, select Properties, go to the Updates tab and change "Automatic Updates" to "Only update this application when I launch it".
Next, from your Steam-client at the top menu click on Steam, select Settings and go to the Downloads section. Click on the "Clear Download Cache" button. Steam would need to be restarted and you'd need to re-login.
Not sure if it willfix the issues you're having, but it's worth a try.
