mine keeps saying:
Steam is unavailable
Loaded 0 wallpapers from cache

The white window is the browser (double click the tray icon). The error will show up if you open the window before Steam is running. Sometimes Steam also just doesn't respond and needs to be restarted.

None of these potential fixes or workarounds work for me. I restarted Wallpaper engine, Steam, my computer and even ran Steam with administrative privileges. I've also reinstalled Wallpaper Engine - I still can't see any of the items I've subscribed to and "Steam is unavailable. Loaded 0 wallpapers from cache." message is displayed. I like the "Deep space" standard wallpaper, but I've found many equally or more interesting animated wallpapers in the Workshop I'd like to use, so it's a bummer this bug doesn't want to go away for me :(.

Try the following; Quit out of Wallpaper Engine.
Go to your Steam Library and right-click on Wallpaper Engine, select Properties, go to the Updates tab and change "Automatic Updates" to "Only update this application when I launch it".

Next, from your Steam-client at the top menu click on Steam, select Settings and go to the Downloads section. Click on the "Clear Download Cache" button. Steam would need to be restarted and you'd need to re-login.

Not sure if it willfix the issues you're having, but it's worth a try.

If I open a wallpaper (an MP4 or HTML file) directly from \SteamLibrary\steamapps\workshop\content\431960\ directory (since Workshop synchronisation is still not working for me) do I lose some effects when there is a "shaders" subdirectory inside? Opening JSON file always results in a black wallpaper.
