Stuttering issue on 4K wallpapers

I have no idea about why this happens. My GPU is strong enough, so is my CPU. The video works fine with media players. I have Windows 10 Fall Creators update, but It's been happening before the update too, so It is not related to my Windows version. I tried multiple options to solve the issue. None of them worked. I would appreciate some help about this case. Thanks in advance.

Which CPU and GPU do you have, is it a laptop? Is anything loaded into WE like Geforce Experience?

It's more or less the same as WMP, but WMP is not being hooked while programs still hook into WE. If you have an Nvidia laptop though, WMP will use your GTX and WE your integrated GPU by default. You could also try the LAV decoders but make sure to give them priority or it will keep using the default ones: http://steamcommunity.com/app/431960/discussions/2/1484358860951576217/

I mentioned my CPU and GPU in the video description. I don't use a laptop.
My CPU -> i7-4770K @ 3.50GHz (8 CPUs)
My GPU -> Sapphire R9 280X VAPOR-X GDDR5 3GB 384Bit AMD Radeon DX11.2
I'm gonna try the LAV decoders now.

Does the high CPU use come from wallpaper32/64.exe? Iirc that graphics card has no hardware acceleration for 4k. The LAV decoder will probably use the CPU too, but maybe it doesn't choke like this.

I've watched the usage for a while. Wallpaper Engine usually uses around %50 of my CPU and runs fine with that 4K wallpaper. But when I do something else, (for example when I press the windows button and start to search something) the usage of Wallpaper Engine drops to %10 and the video stutters. In short, It's somehow not able to use CPU at specific times.
However, when I use the LAV decoder, the video runs perfectly no matter what I do (even when my usage hits %100)

This amount of usage is insane though, at least in my opinion.

Your graphics card doesn't support 4k, otherwise the CPU would be at ~1%. Is it wildly different from playing the video in Chrome or so? I think LAV just uses ffmpeg like Chrome, but it is probably configured differently.

I am sorry, but my GPU supports 4K. It even has VSR feature that allows you to use resolutions up to 8K. And I am having frame drops while playing the video on Chrome. They're kinda similiar, but Chrome does not make it pixel(y), It just freezes for a second after every 2-3 secs. But how is this related to a browser?

I mean the video decoder on the graphics card, not the output of the graphics card. It is a special component just for playing videos. You have UVD4.2 which does not support 4k, AMD added 4k video support with UVD5: https://en.wikipedia.org/wiki/Unified_Video_Decoder#GPUs

It is related to Chrome because I believe they use something similar to LAV. You can compare it to any video player I guess, how much CPU does WMP use? If you play a video that your GPU supports the CPU use should drastically sink.

WMP uses %50-60 and stutters
MPC-HC uses %30 and no stutter. works fine.
Wallpaper Engine with LAV decoder runs this wallpaper fine except the FPS drops to 30 sometimes. But obviously better than before. That's really odd though :/

You could try changing something in the LAV options, maybe there is a way to improve it, but that's the only thing I can think of. You can access them with the LAV decoder tray icon.

The hardware acceleration option requires a restart to take effect.
