Have you tried the built-in trouble shoot option from Windows too: http://www.howtogeek.com/howto/7955/how-to-fix-no-aero-transparency-in-windows-7/ ?
You can also enable it in the theme selection directly there.
Since you are talking about services.msc, I presume you have "high priority" enabled. Can you try to disable that and go with normal auto starting?
I can´t fix it, if you have a solution, please let me know
Did you run the troubleshooter in Windows too? Definitely set it to 32 bit though, 16 bit won't work with Aero.
It's probably disabled, even if it doesn't show errors in the Windows troubleshooter (I presume that's what you mean?). Which other applications do you have running? It's possible that another application disables it too.
