Maximizing Youtube in Edge browser won't stop the Wallpaper Engine
Step to Reproduce
1. Maximize Microsoft Edge, which stops the Wallpaper Engine from animating the wallpaper correctly
2. Go to any Youtube page and maximize the video
3. The Wallpaper starts animating again

Note: I tried Firefox, Chrome, IE, Edge. This only happens in Edge

Operating System: Windows 10 (1607 build 14393.576)

Hey,
Could you try this with the Steam beta "previous" (that's the last version before this update)? I wonder if it is really related to the update, because none of this code was actually changed - but this would help me a lot to narrow down the problem.

Was there an update to Edge?

I could replicate the problem though, for whatever reason the maximized video window is hidden from enumeration. It looks like Microsoft messed this up.

I also have a work-around for the next patch though.

The Edde shipped with the current Windows 10 is the anniversary update.

Actually I don't know how Microsoft codes all the native apps in Windows 10.

So I tried out Windows native app "Movies & TV", which I suspect it is written in Microsoft Universal App, I found out that the Wallpaper Engine didn't stop either when the app goes full screen.

I suppose it has been like this all the time then? Well either way, I believe that I have a work-around already. Could you try it here?
