Report a translation problem
Could you try this with the Steam beta "previous" (that's the last version before this update)? I wonder if it is really related to the update, because none of this code was actually changed - but this would help me a lot to narrow down the problem.

I could replicate the problem though, for whatever reason the maximized video window is hidden from enumeration. It looks like Microsoft messed this up.
I also have a work-around for the next patch though.
The Edde shipped with the current Windows 10 is the anniversary update.

Also tried Twitch, doesn't work either.
So I tried out Windows native app "Movies & TV", which I suspect it is written in Microsoft Universal App, I found out that the Wallpaper Engine didn't stop either when the app goes full screen.
