Yeah if that one is missing, then the UI and web wallpapers cannot work, so you can watch out for the file for now instead of trying to run the application.
Does avira have a quarantine feature? Is the file in there?
In general the verify feature of Steam should restore the file, but you said it didn't help, right?
I have also sent the file to avira as a false positive by now and all I got back was an automated e-mail that the file is "known clean".
I'm asking to figure out whether it's Steam or avira causing that. If it's still running, then Steam will not be able to handle it sometimes.
You could also try temporarily close your anti-virus while doing that (up to you though).
