TileXY, TileX, and TileY preferably.
TileX would work very well with my Alpine Parallax wallpaper, it would let you use my tileable wallpaper on any screen resolution filling Y once but scaling X out as far as you want without stretching the image (since it's tiled X)
Having it as an effect and/or integrating it for local GIF files only would probably be more sensible, yeah. The "transform" effect can technically already do this by adjusting the scale parameters although it wouldn't be aligned the way you may expect it to.
