Video playback is just hardware limited to 4096x4096 though - unless you have a GPU from the latest generation, Windows 10 and the video uses the HEVC codec - then it's possible to play 8192x8192 through the GPU. But scene wallpapers can easily reach this size.
The tag will be added with the next update and then all wallpapers uploaded *after* the update can carry this tag. Steam does not allow re-categorizing existing wallpapers that use this resolution and have the 1080p dual monitor tag already.
