I've not been able to test it on Windows 10, and it's been a long while since I've used it but it worked up to Windows 7, at least.
It included options to make desktop icons and taskbar transparent, as I recall.
(you might have to restart your pc)
ps. looking up a turorial to use rainmeter might be beneficial.

I probably won't add this into WE, TranslucentTB is small and does just this, so I think it works well alongside.
