Streets of Rogue 2 kinda goes to a similar direction. It was level-based in SoR 1, but the dev implemented all the interesting mechanics to an open world setting in SoR 2.
If it's still possible for Wildfire 1 it'd be even more amazing. Maybe as DLC?

Funny story: developing the level editor is why Wildfire has co-op in it. While working in the level editor, I accidentally spawned two player characters, and thought - hey wouldn't co-op be a cool idea!
TLDR, either make all elements have an unlimited source, or all elements be limited.
Like John Stapler said, I'd love a less-than-ideal level editor than having nothing at all. Any interest perhaps publishing the level editor as a DLC? I sure would get one in an instant.
