Brush pen is acting like move tool

Hi, I'm not sure how I encountered this bug, but my brush pen took is acting like how the move tool would act. I think it has to do with me using my quick short cut for the move tool and brush pen shortcut since I use keyboard short cuts the most. I can tell it is the brush pen in the first place because the mouse icon is the 1 width pixel crosshairs. This problem interferes with saving and other things as an error message pops up saying it can not edit or make changes. This has happened 2 times in one drawing and the only solution I found was right-clicked on a layer in the timeline.

Edit: So I was doing more testing to see what I was doing to get the bug and I realized that the combination of the shortcuts mentioned above is my paintbrush of the selected sprite(s) which would explain why it was acting like the move tool. But it still weird that something was preventing me to make changes to the canvas or save.
