When a tile map layer is active, go to Layer > Properties. Click on the three squares icon to the right of the layer blend mode combo box. This will open a Tileset properties dialog. Make sure all three Allowed Flips -- X, Y and D -- are active. The "D" stands for a diagonal flip.
You will also see the Tileset properties dialog when converting from a normal layer to a tile map layer.
In the tile set palette, beneath the palette swatches, select a tile. The default keyboard shortcuts for the flips are Space+X, Space+Y, Space+D. Keep an eye on the tile preview in the bottom left corner, beneath the tile set palette, while trying those shortcuts. Rotate 90 degrees counter-clockwise is X and D; rotate 180 degrees is X and Y; rotate 270 degrees ccw is Y and D.
To display the flip info on the tile map, go to View > Show. Activate Layer Edges and Tile Numbers.
I don't know yet how to change a flip for a tile that's already been placed in a tile map on the sprite canvas.
