Report a translation problem
In Aseprite, there's a row of 4 buttons above the palette color swatches. The far right button, with the three horizontal lines, is the options menu.
Go to Load Palette in the options menu, then select the gpl file you downloaded.
Open the options menu again and choose Save Palette as Default.
You can load a palette from an image file, like png, but there is usually an issue with color swatches being out of order. Changing the Color Quantization method from octree to table might help with this. In the most recent version of Aseprite, look in the Experimental section of the Edit > Preferences dialog.
