for minecraft specifically, both Aseprite (for texture work) and Blockbench (free low poly modelling software, for viewing how the blocks will look like) work just fine, though Blockbench also includes pixel art features on its incorporated textures editor

for games, Aseprite comes with things to make tilesets easier, along with a timeline for animation, which you can export as spritesheets or in batches of PNGs, so you should be able to import them into essentially any game making tool, (for animation specifically, you'll just need to figure out which of the two (spritesheets, batches of pngs) your game dev software supports, as it varies from software to software)

i'd say if you're really set out on making resource packs, i think it's worth it. if you're just gonna make a couple for fun, something like ms paint or gimp (free photo editor similar to photoshop) would work. i typically use this software to make random animations and sprites for games and i feel its definitely worth my money and is perfect my gamedev necessities. its complete preference though.
