how do I import online pallets

It depends a bit on where online you're getting a palette and what the file format is.

If you're going to Lospec[lospec.com], for example, download the palette as a GIMP GPL or PAL File (JASC).

In Aseprite, open whichever sprite you want to work with the palette. In the color bar[aseprite.org], above the color swatches and just below the sprite tab, there's a button with three horizontal lines. Click on this button to open the palette menu[aseprite.org].

Select Load Palette from the menu. A file browser will open. Navigate to where you downloaded the palette, then open.

If the palette is formatted as an image, like a png, it's more complicated. If you try to load the palette with the method I described above, there's a good chance the colors will be out of order.

Instead, open the image that contains the palette through File > Open. Then go to the palette options menu described above. Choose New Palette from Sprite instead. A little dialog window will open. At the bottom, under Advanced options, is a drop down menu labeled RGB to palette index mapping. Change this to Table RGB 5 bits + Alpha 3 bits (it's usually Octree by default).

If the color swatches are in order after you run this option, then re-save the palette in a different format, for example a .gpl or .pal file. In newer versions of Aseprite you can save it to your palette presets folder (the default file format is .aseprite).
