Skew Selection - Is this accessible in 1.3 beta?

I've been trying to figure out how to use the new transformation tools demonstrated in the trailer for 1.3, but nothing I do seems to bring up the options. I'm also not seeing anything in preferences or the various tools I've checked, so I'm just wondering: has this been implemented for the current channel, or is it still a work-in-progress? Really looking forward to being able to use it to speed up my animation workflow.

Yo, 'sup. Skewing is done by clicking and dragging with the mouse outside of the selection box, just off to the side of the midpoint handles (either vertically or horizontally).
