How to change layer order in animation timeline?

Sorry if this was asked before but I can't seem to figure out how to change the way my layers stack. I only found information how how to move the contents within the layers themselves but not how to move the whole layer position altogether.

Currently, I have a running animation going on. The layer I have for arms is underneath the layer I have for legs and I want to reverse that. I tried clicking and dragging but it only selects multiple layers. I also tried alt+drag and ctrl+drag but it only makes a copy of the layer and pastes it in the position you release your mouse on.

Select the layer and then click and drag the little border that appears around the layer name. You can also right click drag the layer name to move it up or down, after you have left clicked to select it.
