Drawing display tablets are great for many applications. They can be nice with pixel art, but a pen is far less precise than a mouse (especially at lower device PPI or larger gaps between surface and digitization layer), and pixel art is more about pixel precision than general impression. A normal tablet, without a display, allows you to make more organic line-strokes than a mouse will allow, but there isn't much need for that in pixel-art, plus a non-display tablet requires an additional hand-eye coordination that can be learned but still degrades precision.
So it's always been my opinion that tablets (display or not) are not particularly good for pixel art. Having owned two non-display tablets before grabbing a small display-tablet and upgrading to a large display-tablet over the years has lead me to that conclusion. I use tablets for plenty of other stuff, but I prefer a mouse for almost all pixel-art tasks. Subjectively, someone might prefer otherwise, especially if it's relevant to their personal style, so YMMV and take opinions with a grain of salt.
I would say it's better to aim for a display-tablet though, if you're still seriously considering. The non-display tablets are kind of antiquated since the dawn of touchscreen mobile-devices made display-tablet technology a lot more accessible for manufacturing. Stay clear of Wacom too - they are solidly built devices with an old brand reputation of quality, but not only are Wacom way overpriced compared to the rest of the tablet market, the cheaper devices available now days sometimes outperform Wacom too. Personally, I am a fan of the Huion brand right now.
