Are you running version 0.0.98.1?
Here’s a list of things you can try:
- Check for any updates for your graphics or OS
- Run the game with DirectX 9 on game start-up (Option when you launch the game)
- Disable your anti-virus or allow the game through your anti-virus and firewall
- Turn off Windows Defender
- Reinstall the game
- Run Steam as Admin
Since the time of my post, I have done the following:
- Forced Update of Game (It was missing a patch)
- Ran in DirectX9
The game seems to be running a little better at this time, but will let you know if anything else crops up. To answer your question, it was just prior to starting a new game. Once the game is started, there have been no notable issues.
