So what I usually did was I subscribe to multiple maps before restarting the game so I don't have to restart every time I finish a course.
You could also try to alt+tab into the Steam client, go in the download tab, and see if the workshop content is queued up but not downloading. If so there's a button move it from the queue to active. Maps should show up in the selection screen as soon as the map file is present in the workshop folder.
Unlikely, the map files basically only contain, beside the header, positional data to tell the game what asset goes where. There's nothing in there that should've any influence on how/when the Steam client is handling downloads.
