Report a translation problem
Just tried the game on my old computer and it works fine. Strange.
I'd say the easiest way to find the culprit would be to change all graphic settings to the bare minimum or off (like shadows) and if the flicker is gone change them back to something reasonable one by one until you find the one you GPU doesn't like.
The shader version of your GPU is probably slightly below spec, it probably wouldn't hurt to throw a cheap-ish dedicated GPU (like a 1030, around 70-80 €/USD) in there, you can only go up from what's already in there.
1. Turn on Windowed Mode, instead of Fullscreen Mode.
2. Alt+Enter to go into fullscreen.
3. Enjoy. Flicker is gone.
