Cannot display this video mode optimum resolution 1280x1024 60hz

Hello, well I installed the game today and unfortunately I keep getting the black screen with this message "Cannot display this video mode: optimum resolution 1280x1024 60hz". I looked into the older threads from steam forum and I found this http://forums.steampowered.com/forums/showthread.php?t=1497826 ; but I did all what they said there, I mean all, the video card driver, directx, PhysX all are on and updated. The only concern is the monitor drivers, as I got a Dell E190S 19-inch Black Flat Panel LCD Monitor I couldn't download the drivers from the Dell Suport Center ( and I have no idea why the hack ... maybe their website sucks). Could be that the problem ? Or is something else... Please help.

PS: I did just the thing with user.cfg and it worked, the thing with -windowed is not working from the forum I linked.
