If I have enough ammo next time, I will have a go at a demon. Last time I played, I was searching every corner for high grade ammo, and then spending almost none. I was surviving with just ammo I collected mostly, and I found more in places I had not found before. I may need to buy a bit for a demon. (Not spending high-grade ammo meant I could buy the armour and the scoped-silenced-Kalash at Police.)
I don't buy weapons anymore when I play 2033. I just pick them up as I go. I may not always get the exact configuration I want when I want, but I get by.
