It's a shame that there are so few outfits for the characters. I understand that Normin and bath towel skins are traditional for "Tales of" series, but it would be nice to have different costumes.
When it comes to female character designs in Japanese games, the answer is always, ALWAYS fan-service.
They relegated that stuff to the DLC, unfortunately.
Yep. The game implies this pretty heavily. She just doesn't care, pretty simple justification. It wasn't even a whole outfit that she found, just some rags in a box to replace her ruined shirt. She's still wearing the same pants.
That's why I didn't change her outfit until later in the story...
What bothers me more than her clothes is the fact that she happened to find a wristblade AND a pair of boots with a hidden blade, yet neither of them are the ones she was using when she was imprisoned.
At least nobody have say "she breathe with her skin" XD
Well, the main characters talk about Velvet's outfit several times, wondering why she wears something like that when she has access to non-tattered clothing, or noting that her outfit is poor protection from the cold - which in itself should draw suspicious attention. If the game is talking about it, it's certainly fair game for players to comment on it.
Not just the main characters.
Teresa comments on it first time they meet, and the priest in the first church... and when she gets angry about it, he points out that he's still a guy.
Games do sometimes make fun of these outfits in one way or another. Neptunia does it too, in the Neptune/Million Arthur interactions when they are discussing their skimpy outfits...
