Thats honestly hard to believe seeing how Velvet is performing Annihilating Crash every 12 seconds and Rokurou uses Final Judgement more than his first MA.
Why would #2 be any different?
Only thing I can think of is to make sure you didn't accidentally disable his Mystic Arte usage in the Strategy menu, and maybe even set his BG usage strategy specifically to have him do Mystic Artes if it's not already.
If that's all fine, it could just be his AI wasn't feeling like doing it, or maybe the enemies were harassing him just enough to prevent him from doing it.
Edit: Out of curiosity, what are his AI Strategy settings set to?
Soul Break - Up to You
BG - Mystic Arte
Attack/Healing - Aggressive
Engage At Range
Rescue Allies in Danger
Think thats it. He used Divide Pain around 730 times already. Binding Order was used twice, Chaos Boom was used several times ( It was me chaining into him ),
Indignation was never used.
I also prefer Break Soul usage being set to For Attacking so that they're more likely to use them during combo chains, but Up to You should work okay as well for general purpose use.
Maybe give those tweaks a try and see if it makes any difference.
