If they're not showing up on that list, try running the game, then Alt-Tabbing and opening up Steam while the game is running, and then clicking to download them from their store pages with the game running. I remember having a similar issue, but I can't remember exactly what I did to get it working. I know it wasn't too much hassle, though.
Once you have them on your list of installed DLC, you'll still need to activate them when in-game. To do so, just load up your save and open the menu, and tab over to the Addons tab. You'll find your DLC items there for you activate (keep in mind that you can't de-activate them for that save file once you've made a save with them active).
