Report a translation problem
Right click on game in your library
Go down and click on Properties
Then click local files then at the bottom click Verify Integrity game files
Also make sure your graphic is fully updated
Other thing to try, if you are on a laptop, ensure that it is playing on the GPU and not the integrated GPU
Also ensure that all the VC 2010, 2012 and 2013 runtimes have been installed, if so, you could try reinstalling or repairing them - they can be found here (dependent on steam install location):
C:\Program Files (x86)\Steam\steamapps\common\Steamworks Shared\_CommonRedist\vcredist
Make sure to install both 32 bit and 64 bit versions of all 2010 / 2012 / 2013 runtimes.
You might also want to running directx setup again.

And graphics card driver version is 430.64
Easiest way to do is to right-click on any icons you have in the windows taskbar bottom right and select exit or similar.
Also go here and disable Ansel:
C:\Program Files\NVIDIA Corporation\Ansel\Tools\NvCameraConfiguration.exe
Try the game again.
Also in Event Viewer, go to windows logs, application and copy the last error that shows for tales of berseria (easiest if you do it just after running the game). It's possible there might something there that may shed some light perhaps.
