Looking online, it looks like the Japanese version of the game has some cosmetic outfits and whatnot, which we may or may not get when the game is released. They might do what they did with Zestiria and release all of the DLC over time, like it's an online game, instead of putting it all at once. It's a marketing strategy to make you spend more money.

There might be more kinds of DLC's but I don't know. All the pages are in Japanese and it seems like each page is just an advertisement for one kind of DLC, so there might be more that I'm not seeing.

I prefer Velvet's standard outfit for a.....multitude of reasons. However, I think it would be unfair to not buy the DLCs, "just because" they did a good job on her standard outfit. I think they should be more rewarded for that. But that doesn't mean I will buy ugly outfits either.
There's already a 10$ pack of costumes on the PS4 apparently. At least the prices seem much more reasonable than Zestiria's 3$ an outfit.

Nope no additional story content or skills, and bonus characters aren't exactly Tales style ( the games are usually heavily character based, bringing in an additional VA to voice a dlc character would not make enough money to justify it.. and because of how scenes and skits are handled they would just feel like a third wheel and totally out of place)..

As with most modern JRPGS, mostly cosmetic stuff.

Go to the Items menu and go to the farthest right sub menu called "Add-Ons". Redeem your DLC there and then it'll appear in fashion.
