can't seem to do the third part of their battle, and i beat this game twice already.

nope, how do i find it?

There should be a side quest for it. Check the island where you found Komoana/ where you fought Jude.

i did the side quest already, just need the third battle of fighting Jude and Milla.

There should be a Katz on the bridge in Reneed, it should give you the quest to the fight. Also heads up, I think they are about lvl 113.

i check, and there was no normin. what did i do wrong?

I just remembered, you need to have at least 15 Expedition maps unlocked. once that happens, you will have to look at the skits about it from the group. After that, go to Yseult and next to the ship should be a pirate with a quest marker over his head (talk to him twice). Once you get to "Terror island", leave and then go to Reneed and talk to the Katz on the bridge, then go back to "Terror island" to have the fight.

You have to beat the final boss again, Katz will show up on the bridge in Reneed

You need to have discovered 15 islands in Expedition and unlocked Terror Island through skits to sail too. Look for Exclamation marks after you got like 15 islands and sailed to Terror island.
