Simplified, it means that after you picked enough herbs around the world, each herb you pick will make an other one respawn, but random on which it will be among the ones still waiting.
It total, a bit less than half of the total herb spots shouls always be populated.
It means that early on, you won't see old herbs repop, but as you get near the end of the game, it will be likely that quite a few old zones have 1-2 herbs here and there, if you want to spend time to hunt for them.
