Militancy, Conciousness, and Government
So I was wondering how militancy and conciousness effect rebel movements, so I can avoid movements. What is the difference between conciousness and militancy in that regard?

Im playing as Russia currently in 1867 or so, and I really dont want the poles to start a movement and start a crisis over it.

A second question would be how would you suggest me switching government types to something my citizens dont hate on constantly and that actually passes social reforms? Revolution sounds costly... is it completely necessary?

My main concern with my government though is that I cant assimilate, and my subjects might get all sepratist on me if i dont assimilate them or something.

Rebels are simply unavoidable in Vicky 2, especially in nations such as Russia and Austria. You can either deal with them directly by trying to keep militancy low, or release the nations as puppets and avoid them.

So conciousness doesnt effect rebel movements at all? Just militancy does?

Consciousness affects many things, but mainly what it represents is how active the pop is in the politics of your nation. Low consciousness means the pops just do their jobs and let the government worry about everything else. High consciousness means the pops are taking an interest in how the nation is governed, and how workers are treated.

It has both good and bad effects: on one hand consciousness increases plurality, which adds a bonus to research points (up to 200% in 1.3 beta). But it also increases how much the pops want political and social reforms, which may lead to them revolting if you don't or can't enact those reforms. Whether it's good or bad at a specific time depends on what you're trying to do with your nation.

Its just pretty much good. Plurality as you mentioned buffs techpoints by alot and also healthcare reforms are OP - you want to be able to get those maxed ASAP.

The few rebels more are not as big of a deal compared to that imo.
