Are cosplay cases supposed to be so hard to find?

I finished the game and completed the card collection, cleared 4 or 5 entire lots after the ending prompt, but I still only found the first 2 cosplays. Is this common?

Nope
As I understand (due to the achievement), you should have found 3. Usually you will get the third case during the 3rd round of junkyard.

You diffidently need to do more than 3 for all three of them.
and the first time you clear the lot it takes you in my guess 4 hours due to not having all the bag, energy, beer and speed upgrades yet. (assuming you assemble card pieces)
so, I am not truly surprised you need more than 10 hours to find the last Cosplay Outfit. This is supposed to be the rarest collectable.
but they spawn commonly at least. I am expecting you'll collect it in 7 whole lots.

A single cosplay outfit spawns (if any) per lot, and if lucky you'll get two in a row. but it's unlikely to spawn on your first lot.

Note, do not ignore the suitcase / chest thing. Take it to Jenny immediately, because it will disappear if you continue onto the next heap and you will lose access to the cosplay due to bugs.

I have maxed out all skills and have every card (I think).

But I still have only one cosplay costume. In the last 10 or 15 garbage piles, there wasn't a single suitcase at all.

I am not really supposed to advise this, but save your game on a save slot before triggering the creation of a garbage heap, then after ward dig the top away. If there is nothing there, load your savegame and let it generate again.
You can do the same with those lootboxes. I mean randomness can be cruel and there is no forgiving mechanic.
If it never spawns, then you may have a bug.

That is still normal. You can only find one per yard, and it is a rare drop.
You're still finding cassette tapes instead I assume.

Rare drops = hard to get, hence the "rare" part.

And if it's always random (since it's procedurally generated) then it will always stay random/hard.

You find your first case, let's say on your 4th/5th dirt pile? next playthrough could be the 3rd dirt pile or it can take longer etc.

If you just started, your focus shouldn't be on finding the rare stuff. Let the rare stuff "cereal box/foil cards/outfit cases" surprise you.
