It depends on what you look at.
For example, 4 tier 1 speed module give +80% speed and +200% energy consumption compared to +30% speed and 60% energy consumption.
The ratio between the positive and negative aspect grows smaller so the higher tiers are more efficient but they give less total bonus.
But since you have a limit to the amount of module slots you have access to it is a bit more complex than that since the higher tier modules take only 1 slot instead of 4 so the bonus per slot is significantly bigger for the higher tier (when you have enough modules for all slots).
Efficiency module is a bit different because it doesn't have a negative aspect and the limit is the same no matter the tiers used, so it depends on how many slots you can afford to give it (tier 1 are much better if you have a lot of slots to fill, tier 3 is the best if you can only put 1 of this module).
