0.13 got released as experimental opt-in version.

Patch notes

The 0.13 update won't get pushed out to players who are on the "stable"-branch of the game.

You need to activate the "experimental"-branch hidden in the "BETAS" tab of the games properties, then you will recieve the update.

If you are on the [experimental] branch and the update is not downloading - restart the Steam client.

Exit Steam and re-open it and the download should start. Make sure its on experimental. I entered the game and checked its 0.13.

Achievements unlock locally within your game when you implement mods-- so Steam achievements will not unlock if you are playing a modded game.

You either use/d mods or you also only get them locally in "old" saves. Seems like you need to create a new game.

I had the same problem, I had old mods that i wasn't using but was still in my mod folder. I had to delete them all for steam achievements to work.
