Have more assemblers making accumulators, batteries, etc. to speed up the process. There is no reason to wait in Factorio: just add more production.
if we throw in the pump as well its because its speeds up unloading imensly because you arent bottlenecked by pipes. if you pump directly into a pipe itll take about 26-27 seconds to empty the wagon with a single pump. if you go wagon to tank instead the same can be achieved in 3-4 seconds.

People have pushed this game to its limits (and beyond). They have gone to such extremes that they then needed to figure out how the fluid mechanics worked and game that system in order to continue. This usually happens when they are feeding hundreds of machines off of a single pipe, and every machine is running nonstop. And also usually with modules for speed/productivity.
Unless you do that, then you pretty much do not need to figure out liquid mechanics enough to ask what is "best" or not for something.
As for oil running down over time, yes it does. But so does coal and iron and copper. Technically, oil is actually MORE renewable than any other resource, since it never fully depletes. But even if an oil field reduces in capacity, you can always go out and find more oil fields to continue oil incoming, just like you can for iron and copper. And if that is still not enough, Coal only has 3 uses late-game (military science in grenades, coal>plastic, and coal liquefaction). You should already have converted over to solid fuel and/or rocket fuel for power in steam power plants because coal burns through quite fast. Coal Liquefaction can really eat up coal, but it is a great way to generate oil byproducts.
if you're running nuclear, if it goes under 90 then activate pumps
if you're full solar, if it goes under 5% then activate pumps
backup emergency power to keep the factory going in case you overproduce
There's no debate. A pump is like a valve that also sucks the oil out of the pipeline behind it. It does not increase production of a pumpjack. If you want to increase oil production, you can use speed modules in the pumps and/or surround them with beacons with speed modules.
Looking for another oil deposit would be a good move as well.
You might need more oil refineries and supporting buildings if you are topping up on crude oil.
Storage: It's wise to have tanks at the train station to quickly unload the train, then a pump connecting to your main pipeline so that oil does't slosh back into the tanks
