Good environment causes desertification - bug?

I don't understand why having a good enviroment causes desertification.

Shouldn't this be interpreted as : your environment gets a 94% score.
Bad environment fuels desertification so the missing 6% in your environment score still acts as an 'increasing' factor in desertification.
Once you achieve 100% environment, its effect on desertification will fall to 0%

You are mistaken. In the game, as you improve your environment, it causes more desertification. That's why I think it's bug.

Here is one turn after, where my environment has improved. You can see that the Environment now causes 6.07% desertification instead of 6.01%. So higher environment means more desertification.
