run the train and manufacturing loop a few times, it's boring but you will make a lot of scrap.
I found that robots, zombies and the tarasque give less exp.
I didn't specifically tested it, but I believe head or body shots make no difference.

Difference in killing yes, but in exp? If you want max exp it might be better to go for body shots with the same exp.
If I'm not mistaken, the devs have mentioned that this is a glitch and will be fixed.
But yeah, no easy way to level it up. Just accumulate all possible bonuses and just go around shooting every living creature.
Not sure if body shots are better than head shots, I do believe they both give the same XP, so if this is confirmed, body shots would be better to give Accuracy XP.
You can get Blunt and Sharp XP from striking breakables like boxes, but unfortunately it doesn't work for Accuracy.
1-2 headshots kill the shotgun troopers and those drop 2 shells each. You can just run around blasting them if you don't want to craft up a ton of scrap shot/bolts/quills...its not very fun tho haha. Sadly laser weapons don't give any exp at all.
Devs said that the Electro-thrower not giving XP is expected, because you're not really aiming it.
The shotgun gives the same XP as the Pistol, so the Pistol is a better way of leveling up Accuracy since it takes more shots to kill an enemy.
Also body shots seem to give the same XP as head shots, so body shots are also better.

Grab some Pistol ammo (at least two stacks) and then go to an area with human enemies, shoot them in the legs. Leg damage takes considerably longer to kill them but you get XP for each shot that lands and they'll also drop some extra ammo to replace part of what you spend.
Lab Rats are also good for this because they take a lot of shots to die, but you also have to be chasing them down.
When I was low on ammo, I grabbed a Romag Shotgun and 2-3 stacks of Shotgun ammo. Shotgun blasts to the legs will also take a few shots to kill them and you can use this method to recoup some Pistol ammo too.
Didn't take too long for me to go from Accuracy 13 to 15, 2-3 hours maybe.
Toss a MRE into a pot of water and make a soup to boost your shooting XP and then do this
