How to block interference in hydroplant?

I went to Voussoir. I have hacker 5. I made a laser emitter. I have spare neutrino mapper.
I went to the transmitter tower, but there is nothing to interact with. If I click the button nearby nothing happens. If I shoot the laser the machine with the tv screen, nothing happens. I see a weird pin coming of the radioactive symbol but can't do nothing with it

1. Make a Neutrino Emitter and a Laser Emitter
   
2. Place the Neutrino Emitter close to the tower
   
3. Connect the Laser Emitter to power and aim it at the Neutrino Emitter

I believe you get the recipe from a scientist on the roof near the transmitter.
