A kick vote system would just making griefing worse.
This game has a ban option which is all that is needed for this type of game.
If you are worried about getting griefed, find a private server that is managed.
Backup saves, which may or may not exist on a given dedicated server, but I do know they don't on locally hosted, yet.
Log files of who was on and actives. That way it is easy to tell what happened while no one else was watching.
And possibly player management utilities, so they can roll back a character that glitched out, or dump out the loot a troll pocketed away before logging off.
Honestly, it shouldn't be hard to 'copy another game's homework' when it comes to server managing. Granted, the devs can't directly copy and paste the code (or maybe they can with bought UE5 assets) but basic server managing tools are no secret.
Also dead player's loot bags are always connected to their ID, even if you went and swapped your ID save file with theirs, it's a pain if there are a dozen people publicly logging onto the server, thus you don't know who is whom.
So an 'admin' function to retrieve loot bags is useful.
Could be similar to how Deep Rock treats items in a player's bag when the player leaves the game or is kicked out - that player will leave a pack on the ground containing everything they were carrying.
Could be something similar. However, this is also something that needs to be thought of, to prevent creating a method of item duplication: player gets a full inventory of stuff, leaves the game, other players retrieve their loot, then that player rejoins the game with the items they had before.
The game would have to disassociate those items from that player, so that if they return to the game, they don't have those items anymore.
