I'm using a rat scanner too. They don't have the best aim for moving targets, so I run serpentine if I'm caught out in the open by a squad. If I have to take more than one, if I can get to a doorway I can hide on the other side.
They tend to come through one at a time then the AI decides that they--a ranged unit--generally don't like being that close to me, so the run back through the door where they can't see me anymore. Rinse and repeat, until I have a pile of very dead militants.
Also, it feels like head shots DO matter--even in melee. So if you can whack them in the head, I would try to do so.
Headshots. Bodyshots do basically nothing to them, even with high-tier weapons. On a good day, a power attack to the noggin with a thermal mallet will drop them flat.
Tactical play. Don't just run up to the big garrison near the crane and fight everyone at once. Don't try to circle-strafe while you're 10 meters down a narrow catwalk. Use chokepoints and corners. Prioritize targets; SMG grunts are more dangerous than pistol goons.
I've also noticed that blunt weapons and firearms will knock the helmets off of the grunts who wear them. As far as I can tell, headshots are essentially bodyshots while they still have their helmet, so I usually open with a mallet swipe to get it off, and then start their dental work with my spear.
2. spears. the registry already told you that order bros are weak to sharp damage. thankfully spears have longer reach so you dont need to kiss the order bros while you strafe them to death.
3. grinder. this sawdisc shooting gun is your final answer to the order bros (in the manufacturing of course). hits like a truck and could hold 10 ammo in the mag with respectable rate of fire, you can reliably kill order bros with 2 headshots and makes you able to take multiple of them at a time to a reasonable degree. simply my favorite weapon. to quickly access it youll need chains, which is located in the dig site.
Spears will take off helmets as well. Mostly any attack to the head will remove the helmet.
The pistol only sucks if you're aiming for bodyshots. Just aim for headshots, 3-4 shots will kill them. The pistol is actually great against them.
With stealth maxed out, I lay traps everywhere: lots of trip mines, shock traps, and chopinators. All the traps persist through the facility and can be re-used infinitely without consuming resources. Then I lure them over with crossbow and 9mm. Fire Hammer and Weld Spear if they ever get close enough. Cleared the entire manufacturing and they respawn, and repeat. Future plan is to pepper the entire facility with traps so I don't even have to fight
If you can make the scrap shotgun, it will usually one shot them to the head at incredibly close range
If you are still having trouble, you could try sneaking thru manufacturing until you can gather enough parts to create the FORGE armour. It helps to mitigate some of the bullet damage

You're probably missing the Chains, which you'll find throughout the mines area in Manufacturing.
But in general, it all depends on the level of weapon ability. At level 10 in proficiency with sharp weapons, members of the order die quite easily even from some kind of sharpening or kitchen knife.
