How do I find these? I was killing guys early on to get them but now I can't seem to find any.

They drop from soldiers. It's RNG just need to get lucky.

Not sure if Officers have a higher chance to drop them but I just went on a murder spree in Manufacturing Sector and got enough for the headlamp.

I have a guess that incapacitating them before finishing them off improves the loot odds. I started getting a lot more loot from them when I switched to a new weapon that did just that.

yeah. its a semi rare drop unfortunately and the battery for the headlight is kinda bad. remember to chop up the bodies as well, you can get double the drops that way.

They drop from random soldiers. As far as I've seen it doesn't matter how you kill them, same with the Rat gear.

At least, that's my perception after about 70 hours.

Could be total rng on my part but I only routinely get them from killing soldiers with the red beret, similar to the radio backpack.
