i managed to improve the games performance ( albeit slightly )
here's what i did:
-- in the steam advanced launch options, applied ( -autoconfig -graphics-low ).

-- set all in-game graphics settings to their absolute lowest and / or off. ( except for view distance and fov, which i kept at max. ).

-- disabled the steam input.

-- went into the ( microsoft store ) program, and installed the ( MPEG-2 video extension ), ( OpenCL, OpenGL, and Vulkan compatibility pack ), ( windows application compatibility enhancements ), and ( intel graphics command center ( beta ) ) programs, then double checked to make sure everything was up to date.

-- i then used ( iobit software updater ) to check for and update any programs that were missed by the microsoft store update sweep / checks.

-- went into the ( intel graphics command center ( beta ) ) program, set the global settings as ( instant game tuning = on / adaptive tessellation = on / retro scaling = scaled width / smart vsync = enable ), then went to video, and set the input range to ( full ), then went to system and enabled the hotkeys, went to power and in the " on battery " section, set ( power plans = maximum performance / display power savings = on / power efficiency = 6 the max / enhanced power saving = on ) and in the " plugged in " section set ( power plans = maximum battery life ), then i went back into home and added the game to the list manually, clicked on the triple dot icon, and went to edit settings, where i then clicked on the plus sign to add an custom profile for the game, and set ( anti-aliasing = always off / anisotropic filtering = always off / vertical sync = always off / texture filtering mode = performance / game sharpening = off ) and then saved the settings.

-- i then checked to make sure all my drivers were up to date via ( driver booster pro ) and ( nivada geforce experience ), in the ( geforce experience ) program, i capped the global framerate at 30 fps, disabled image scaling, enabled battery boost, enabled the experimental features, and enabled the in-game overlay.

-- i then checked for any system updates and optional system updates via the system settings, and fixed the system clock by going into the region settings and changing the format of " recommended " back to 12-hour time, and then ran an troubleshooter for automatic maintenance in administrator mode.

-- rebooted the system, to ensure everything was, functional / applied.

-- i then verified the games files.

since then, then game has been running noticeably smoother, and more responsive than before.

-- sadly it didn't fix the bug causing the game's shadows to be at constant night-strength, BUT it is progress.

( hopefully this'll help out anyone struggling with performance issues at least. ).

Yeah it does. I used to be on a 3060 and it ran like crap, then I upgraded to a 4080 Super and it still runs like crap. The only place in the game where it runs well is in the tutorial.

The textures might be HL1 area, but the lightning is modern. There are also particular spots where a lot of stuff gets loaded/unloaded that cause framerate drops.

How much of a performance increase did you get doing that? That's a lot of words and stuff to do, and I'm hoping it'd be worth all that effort.

The phrase 'runs like crap' is very subjective. Case in point, I use a GTX 1080 (which in many ways, excluding Ray Tracing, is similar to your RTX 3060), and I think it runs great after some in-game graphic setting tweaks.

So more detail is needed.

the performance increase, though i'm not sure on the numbers, did at least largely mitigate the frequent dips in performance ( stutters / lag / load-in times / and generally lower system resources being used. ).
-- though since then, the game has had quite an few updates and fixes, so i'm not certain just how much of the current ease of performance is from the fixes, the updates, or both.

also helps that now, i've got all the directx / c++ / and .net framework packages installed and updated, alongside having further optimised my system via the ( nvidia control panel ) and ( nvidia profile inspector ) programs.
-- it was also soon after making the discussion post, that i found out about the lumen in the game, thanks to the guide detailing how to disable it, which ended up fixing the issue where everything was constantly dark.

Something that I keep forgetting about is that the Gen 13-14 Intel Core processors (Raptor Lake) have a 'microcode' bug that could cause high voltages to run through the chip and permanently damage it if left unfixed.

If the CPU is having issues, it could cause slowdowns and stuttering, not because of the GPU having issues, but because of the CPU slowly dying and trying to compensate for the damage.

There is already a fix for this and I would highly recommend people to make sure that's patched, or do a warranty claim and get a new CPU if the damage is that.
