Can't get into west end during chapter 4 Shadow Cabinet?
Is west end suppose to be locked during this time? Every way i can see to get there o nthe map is locked and won't let me in.....

No, but you have to follow a specific path to enter west end. After meeting Elisabeth at her house go to the intersection west of her house - turn north towards the theatre. There should be an alley going to whitechapel. Follow it and then enter west end.

Or simply: The only entrance is in the south-west of Whitechapel.

hmm i'll look again but i went to the only 2 entrances in white chapel already and their also locked

You probably tried the entrance in the docks and on the main road near Elisabeth house. There are three entrances to central west end.

Hmm i swear i went to this spot already and it was also locked... but i did just restart my game... so idk maybe that fixed it...but thanks i'm in now lol
