Journey to the Past Bug

There's a bug with the third letter: the box which is supposed to contain it is completely missing. Apparently someone on Gamefaqs also had a similar issue. Anyone else get this?

I believe it spawns in random places. For example, I found it in the room right outside Reid's personal office on the SECOND floor. This is different than what I found in online guides.

Yes, I suppose depending on how far along you are in the game the box can be in different places. For me, there is a small room to the right of the door to your office with a shiny box in it and, up until this quest, the box was always locked.
Note that I am on chapter four and have done pretty much all the side quests I can get so far. I have not done the main quest 'shadow council'.
This box has been in that room since the beginning of the game so I was wondering when I would be able to get into it. I would say look in places where you found a box that was shining and locked. That's probably the one you are looking for as I only know of the one in the Pembroke.
[UPDATE] I am on a second playthrough after deleting the initial save and the box is in the same place as last time on the second floor.
